The Crown Estate / Natural Environment Research Council 2020 - 2021 Offshore Wind Evidence and Change Programme Strategic and technical adviceto scope out future partnership opportunities between the TCE’s Offshore Wind Evidence and Change (OWEC) Programme and NERC’s marine research portfolio. Work included:
Review of the OWEC programme to identify science questions and links through to regulatory impact
Review of the NERC marine portfolio to determine areas of alignment and preferred partnership model
Engagement with key industry, government and academic stakeholders to sound out the feasibility of the programme
Development of a recommendations report to inform funding decisions for Crown Estate and NERC.
Defra, UK 2020 - 2021 Reviewing Mitigation Methods for Offshore Wind This project will collate information about the different types and specifications of measures to mitigate environmental impact which are currently being used in offshore wind in the UK and globally, including any new or emerging techniques of relevance. Measures are critically reviewed to understand their effectiveness, barriers to use, and where appropriate their transferability to the UK market. An assessment will be made of the regulatory aspect of deploying the highlighted mitigation measures, with input from industry and relevant stakeholders
Orsted UK 2020 Delivery of compensation measures for ornithology impacts arising from Hornsea 3 Offshore Wind Farm Advice included an overview of relevant policy and legislation from which potential delivery mechanisms to increase sandeel stock in the English inshore and offshore part of the North Sea were identified. For each delivery mechanism it was outlines: what the action will achieve, timescales to secure, key stakeholders, any barriers to delivery, opportunities, risks, and evidence gaps.
The Crown Estate 2020 - 2021 Habitats Regulations Assessment for Round 4 Offshore Wind Provided the independent Chair of the Expert Working Group for assessing the significant effects on marine protected areas of the 4th Round of Offshore Wind Leasing in the UK under the Habitats Directive. Technical and Strategic Advisor to the Crown Estate on the process for ensuring that offshore wind deployment in the UK does not adversely affect the ecological coherence of the UK network of marine protected areas.
The Crown Estate 2019 - 2020 Offshore Wind Strategic Enabling Actions Strategic advisor to the Crown Estate to support them in establishing a strategic enabling actions programme with the aim of increasing the available knowledge and evidence to support sustainable and coordinated expansion of offshore wind and achieve net zero carbon emission in line with UK government policy. Work included a stakeholder and policy mapping and gap analysis exercise to understand the policy and delivery landscape for consenting offshore wind deployment in the UK. An outcome focused approach to an enabling actions programme for consenting offshore wind in the UK was developed that included actions on institutional capacity development, marine research and data needs and regulatory process improvement. Led the engagement between TCE and senior civil servants in UK government to determine functional delivery arrangements and get agreement on how the programme could deliver against multiple policy outcomes.
Port of Dover 2019 - 2021 Port of Dover Goodwin Sands Advisory Group Provided the independent Chair of a stakeholder advisory group established to provide input to the operational delivery of a major port infrastructure licence, ensure that stakeholder concerns are heard and that activities are carried out in line with regulations. Drafted terms of reference for a diverse stakeholder group and chaired to ensure that complex and contentious issues were dealt with appropriately.
E.ON Energy 2018 Marine planning implications for offshore wind Technical advisor to E.ON on the marine planning and consenting implications for the Rampion extension. This work analysed marine planning constraints to provide a strategic assessment of the preferred location for a future wind farm with regards to consenting risk.
Orsted 2016-2018 UK Offshore Wind Delivery Strategic advisor to Orsted providing advice on marine policy and regulation for offshore wind deployment in the UK. This included advising on the implications of marine spatial planning, engagement with the fishing industry, implications of future policy development, and effective management of emerging marine licensing requirements.
Frontier Technical 2016-2018 Innovation in Floating Offshore Wind Provision of market, policy and regulatory analysis to an Innovate UK funded project looking at developing modular construction of floating offshore wind structures
