It establishes the baseline of policy frameworks and legislative mechanisms that could interact with MNG to support Defra in understanding how MNG could be delivered through existing management processes, as well as new or emerging delivery routes.

InterAmerican Development Bank,Ministry of Maritime Affairs and the Blue Economy, Barbados Design of an Institutional Capacity Building Program 2020 - 2021 Development of an Institutional Capacity Building Program to ensure the MMABE in Barbados possesses the necessary skills, qualifications, knowledge and overall capacity to fulfil its mandate. Institutional capacity assessment included review of the policy outcomes, legislative framework and institutional capacity to deliver for a Blue Economy. An academic program was created including various training materials in collaboration with relevant identified partners.
Plymouth City Council 2020 Plymouth National Marine Park Feasibility Study Strategic advisor to Plymouth City Council on the development of a National Marine Park in Plymouth Sound. Development of a Feasibility Study into how best to develop the UK’s first National Marine Park as a national exemplar of a locally-led, ‘triple bottom line’ model that promotes Plymouth’s connections to the marine environment, enhances sustainable economic growth, and enables communities to undertake activities that deepen people’s enjoyment, understanding of and care for the city’s coastal and marine environment.
The Crown Estate 2019 - 2020 Offshore Wind Strategic Enabling Actions Strategic advisor to the Crown Estate to support them in establishing a strategic enabling actions programme with the aim of increasing the available knowledge and evidence to support sustainable and coordinated expansion of offshore wind and achieve net zero carbon emission in line with UK government policy. Work included a stakeholder and policy mapping and gap analysis exercise to understand the policy and delivery landscape for consenting offshore wind deployment in the UK. An outcome focused approach to an enabling actions programme for consenting offshore wind in the UK was developed that included actions on institutional capacity development, marine research and data needs and regulatory process improvement. Led the engagement between TCE and senior civil servants in UK government to determine functional delivery arrangements and get agreement on how the programme could deliver against multiple policy outcomes.
Organisation of Eastern Caribbean States 2019 Caribbean Regional Oceanscape Project – Developing National Ocean Policies and Strategies Worked alongside the governments of St Lucia, St Kitts and Nevis, St Vincent and the Grenadines, Dominica and Grenada to lead the review of their marine and maritime policy areas, legislative framework and institutional delivery arrangements and develop new national ocean policies and associated strategic action plans to further the Blue Economy. This included institutional policy and legislative analysis of each country, extensive stakeholder engagement, development of strategic action plans to deliver institutional change and training on ocean governance, the Blue Economy and marine spatial planning to officials from each member state. Led the review and update of the Eastern Caribbean Regional Ocean Policy and associated delivery plan to align with the 2030 UN SDGs and other similar multilateral environmental agreements of relevance.
Marine Management Organisation, England 2018-2019 External decision making and implementation mapping of marine plans Delivered an institutional analysis of UK marine and maritime policy. Identification of the policy and delivery institutional framework for all government policy outcomes affecting England’s marine plan areas. Development of standardised decision making process maps and recommendations of how marine plans should be used in in these key processes and how they can be applied effectively where decisions involve multiple bodies. Recommendations on a proposed approach to engaging bodies in joint-working.
