Foreign, Commonwealth and Development Office, UK Government Commonwealth Maritime Economies Programme, 2020 - 2021 Technical Advisor to the Commonwealth Maritime Economy Programme with a specific focus on providing advice and direction to the scientific component of the programme being undertaken by Cefas, the National Oceanography Centre and UKHO to ensure alignment of research with Maritime Economy Plans and to maximise impact. This has included delivery of an impact review of the technical component of the programme from 2016-2020.
The Crown Estate / Natural Environment Research Council 2020 - 2021 Offshore Wind Evidence and Change Programme Strategic and technical adviceto scope out future partnership opportunities between the TCE’s Offshore Wind Evidence and Change (OWEC) Programme and NERC’s marine research portfolio. Work included:
Review of the OWEC programme to identify science questions and links through to regulatory impact
Review of the NERC marine portfolio to determine areas of alignment and preferred partnership model
Engagement with key industry, government and academic stakeholders to sound out the feasibility of the programme
Development of a recommendations report to inform funding decisions for Crown Estate and NERC.
Commonwealth Secretariat 2020 Training on Science - Policy Communications and Integration Development of training modules and supporting materials to assist the 10 ocean-focussed ‘Action Groups’ under the Commonwealth Blue Charter in science policy communications and integration. This training draws on significant experience within HMC of working at the marine science policy interface and global case studies:
Understanding scientists and policy makers
The role of science in decision-making
Communication and integration across the science / policy interface
Joint Nature Conservation Committee 2020 External review of opportunities to streamline marine assessments and reporting in the UK after EU Exit Technical advice to JNCC on ways to achieve streamlined UK marine status assessments, reporting and tools for deliver whilst maintaining consistency with statutory requirements. Advice given on a UK framework for assessment and reporting post EU Exit, incorporating areas within the scope of the Marine Strategy Framework Directive, OSPAR, the Nature Directives and other multilateral environmental agreements and reviewing tools that demonstrate approaches for streamlining assessments, including integration of existing indicators and metrics and modelling trade-offs.
Defra, UK Government 2018-2019 UK Marine Science alignment Strategic advisor to Defra Chief Scientific Advisor on the alignment of UK marine science requirements with the UK research community and UK Blue Economy policy landscape. Advised the Defra CSA and senior civil servants on options to ensure the most efficient delivery of science between UK government and academia, and within UK government departments. These options included policy alignment and budgetary considerations as well cultural and organisational change recommendations.
Natural Environment Research Council 2018 - 2021 Combining Autonomous observations and Models for Predicting and Understanding Shelf seas – CAMPUS Led the science policy interface on a project using new marine modelling techniques combined with the NERC unmanned autonomous vehicle fleet to fulfil two strategic outcomes:
Deliver an improved evidence-base for ecosystem based marine management,
Identify a cost-effective optimised marine observing network for the UK
Worked across all projects to develop case study briefs for policy makers in UK government across all work packages including how a marine monitoring and observing network could be used to develop a regional marine monitoring system for the Caribbean
Organisation of Eastern Caribbean States 2019-2020 Caribbean Regional Oceanscape Project – Institutional Strengthening and Knowledge Services Led project delivering institutional strengthening and knowledge services across 5 Caribbean nations as part of the Caribbean Regional Oceanscape Project. Using expert marine policy and management knowledge, this project is developing communication material on the importance and challenges of managing the oceans effectively for a Blue Economy. This includes an online portal for the Blue Economy, webinars, e-books, a virtual learning course, primary school educational games and a video on the importance of the Blue Economy for the eastern Caribbean
